In this book, we can take a historical perspective that aims to identify the close links between youth work developments and broader social, cultural ans political develoopments. What are the beliefs ans concepts that underpin youth work? This Charter was drawn up by the Congress of Local and Regional Authorities of EuropeC, which is part of the Council of EuropeC. It was designed with the young people themselves, in collaboration with the Youth Directorate of the Council of Europe. The Charter sets out key principles, ideas and actions for youth participation. As an official document, however, it is written in a form which does not always make it very readable. This is why the Congress has decided to publish “Word to Youth!” in order to improve understanding of the Charter.
